Paul D. Flynn, Esq.

I have been a trusted advisor to businesses, professionals, and landowners in a wide variety of commercial disputes, transactions, and development projects since 2001. I started in law practice with national firms based in Virginia and Washington D.C. but moved in 2005 with my wife and children to Frederick, which has been my adopted hometown since.

I graduated from the University of Virginia School of Law where I was a member of the Law Review, and from Bucknell University where I was a member of Phi Beta Kappa. In recent years I served as President of the Bar Association of Frederick County, was appointed by the Mayor to the Board of Directors of the Weinberg Center for the Performing Arts where I served as Chair, and was appointed by the Governor to the Trial Courts Nominating Commission for District 10. The Chief Justice recently re-appointed me as Co-Chair of the Character Committee for the Third Appellate Circuit. In my free time I enjoy rowing, running, reading and traveling.

Carla N. Clarke, Esq.

In 2004 I arrived in Frederick to attend Hood College, and I have called it home ever since. I began my legal career as a legal assistant and, after falling in love with the law, pursued and received my law degree from the University of Baltimore School of Law. From 2012-2013 I served as a law clerk to the Honorable G. Edward Dwyer, Jr. (retired) in the Circuit Court for Frederick County; upon completion of my clerkship, I worked at a boutique law firm in Baltimore where I specialized in family law. In 2016 I followed my heart back to Frederick and expanded my practice to include general civil litigation, guardianships and transactional work.

Presently, I serve as President of the Bar Association of Frederick County and was recently appointed by the Governor to the Trial Courts Nominating Commission for District 10. I am a Member of the United Way of Frederick County’s Board of Directors, as well as a member of the Rotary Club of Carroll Creek (most recently serving on its Board of Directors). Previously, I served as President of the Downtown Frederick Partnership. Outside of the office I can be found playing dinosaurs and monster trucks, hiking with my pup, or traveling to any place known for good food.

Michael J. Bouey, Esq.

After graduating from the University of Pittsburgh School of Law, I moved to Frederick to begin my legal career as the law clerk to the Honorable Julie R. Stevenson Solt (retired) in the Circuit Court for Frederick County. Upon completion of my clerkship, I began my practice with a small, local law firm handling general civil litigation matters. A few years later, I made the move to a large, full-service law firm to expand my practice in Maryland and Washington DC. However, I returned home to Frederick in 2020 to firmly establish my practice and serve the community that has given me so much. I have represented clients in matters involving real property, landlord/tenant disputes, estates and trusts litigation, commercial litigation, community associations, and general civil litigation.

Heidi Myers

I am the Paralegal and Office Manager for Flynn & Clarke, LLC.  I support the attorneys and aim to provide superior customer service to clients.

After graduating from high school in Walkersville, Maryland, I attended Frederick Community College and Hood College where I earned my bachelor’s degree in Management.  Through college, I worked as a legal assistant in Frederick and then went on to earn my Paralegal Certificate from Frederick Community College. Prior to joining Flynn and Clarke, I worked in the legal field for 11 years with a private practice attorney and 2 years with the local court.

In my spare time, I enjoy spending time with my husband, sons and daughter.
